In study of 535 patients with temporal arteritis who had biopsy; 31% of
untreated and 35% of those treated with 15 mg/day of glucocorticoid had
positive biopsy results until as long as a week after started steroids.

So, start steroids right away.

So, biopsy even if up to a week after steroids started.
