The Department of Emergency Medicine Medical Screening Examination shall
include an examination by a physician, or by a Nurse Practitioner or Physician
Assistant supervised by a physician.  All patients who present to the
Department of Emergency Medicine will receive a Medical Screening Examination
prior to communication with any third-party payers.

COBRA/EMTALA definition of "Emergency Medical Condition"

Causing:
- jeopardy to health
- impaired bodily function
- dynfunction of an organ or part of an organ

"Presenting to ED" includes presenting to any part of hospital grounds.

Also includes presenting to a hospital-owned ambulance.

Probably will not fine you if the patient is just being transferred from
a ground ambulance to a helicopter landing at the hospital's landing
pad.

"Stabilized" means

Medical probability no material deterioration is likely to occur from or
during transfer, including pregnant patients with contractions until
delivery of the placenta.
